Small Business Roundtable Launches Report Highlighting Digital Adoption and Barriers Across Small Businesses.
WASHINGTON, D.C. – September 10, 2025 – The Small Business Roundtable (SBR), a coalition of leading small business and entrepreneurship organizations representing more than 30 million small businesses, today announced the release of its latest research report, Empowering Small Businesses in the Digital Age: Adoption Trends, Challenges, and Policy Recommendations. The report is being launched at the Empowering America’s Small Business Growth event, hosted in partnership with Semafor, featuring remarks from Senator Ed Markey (D-MA), Congressman Kevin Hern (R-OK), and leaders from across the small business community.
Drawing on new data, case studies, and policy analysis, the report highlights how digital tools are transforming the small business landscape. It finds that 99% of small businesses use at least one digital platform, from e-commerce marketplaces to cloud-based software and digital payments, helping owners grow revenue, create jobs, and strengthen customer engagement. At the same time, the report shows that persistent barriers remain, including broadband access gaps, limited digital skills, financial constraints, regulatory requirements, and cybersecurity concerns.

Highlights from the research include:
- 99% of small businesses use at least one digital platform, with social media, digital payments, and accounting software among the most common.
- Underserved entrepreneurs, including veteran-, women-, and minority-owned firms, are often leading in digital adoption, using technology to overcome barriers and expand their reach.
- Rural firms and microbusinesses with fewer than 10 employees face disproportionate challenges around cost, skills, and access to high-speed broadband.
- Emerging technologies such as artificial intelligence, augmented reality, and the Internet of Things are becoming more accessible and poised to unlock new opportunities for small businesses to innovate and compete.
The report also outlines a set of policy recommendations to expand broadband infrastructure and affordability, invest in digital skills training, provide financial incentives such as tax credits and grants, and foster public-private partnerships to ensure all small businesses—especially those in underserved communities—can benefit from digital transformation.
