SBR Sends Letter to Congressional Leaders on Priorities of Small Business Community in 2024

Washington, D.C. — Today, the Small Business Roundtable (SBR) sent a letter to Congressional leaders about the priorities of the small business community in 2024, including increasing federal government resources for small business owners going digital, modernizing and resourcing federal support programs for entrepreneurs, addressing qualified worker shortages that are hindering small business growth, and taking steps to promote private sector lending to small business owners.

SBR Submits Comments on SBA’s Proposed Rule Reforming Criminal Record Eligibility Requirements for Loan Programs

Washington, D.C. — Last week, the Small Business Roundtable (SBR) joined with a number of its members in submitting comments in support of the Small Business Administration’s (SBA) proposed rule breaking down barriers for entrepreneurs with prior justice involvement. Under current regulations, individuals seeking access to various SBA loan programs may be deemed ineligible for loans if they are on parole, on probation, or otherwise have a criminal history record. While the proposed rule represents a critical step towards expanding access to capital for entrepreneurs with prior justice involvement, SBR will work with the Administration and Congress to address more opportunities to ensure participating lenders follow the SBA’s lead.

SBR Small Business Expo Brings Online Sellers to Washington to Highlight Their Importance before the Holidays

Washington, D.C. — As the holiday season approaches, the Small Business Roundtable (SBR) partnered with Amazon last week to host Support Small Online: Small Business Holiday Expo on Capitol Hill to showcase small businesses selling online and how they are utilizing e-commerce to create thriving businesses. Leading Business Organizations Pen Letter to U.S. House and Senate Leadership on Pending Government Shutdown’s Impact on Small Businesses

Washington, D.C. — Today, a dozen organizations who collectively represent millions of businesses, wrote a letter to House and Senate leadership detailing their concerns over a government shutdown’s impact on small businesses and entrepreneurs. 


The letter urges Congress to take swift action to reach a bipartisan solution to fund the government and avoid a shutdown that would cause unnecessary harm to small businesses that continue to grapple with rising costs and a challenging post-pandemic economy. The signees detail the disruptions a government shutdown causes on day to day operations of small businesses as well as the longer term damage the shutdown can have on the stability of small businesses.

Small Business Organizations Send Letter to House Speaker McCarthy about Consequences of Government Shutdown

Washington, D.C. - Several Small Business Roundtable members sent a letter to House Speaker McCarthy expressing deep concerns regarding ongoing negotiations to fund the federal government beyond the end of the 2023 fiscal year. The groups urged Congress to work to reach a bipartisan solution to fund the government and avoid a shutdown and encouraged Congressional leadership to work with appropriators to pass all 12 appropriations bills and stop the practice using CRs for a long term funding strategy.

A Hands-On Look at (Some) Modern Entrepreneurs

Throughout the pandemic, Small Business Roundtable (SBR) chronicled the need for small business owners to take their business online. In fact, embracing e-commerce was one of the many ways entrepreneurs survived one of the most challenging business environments in decades. From iconic restaurants utilizing delivery services to retailers offering goods on overnight-made websites or online marketplaces, small businesses leaned into online sales and digital tools to survive, and in many cases, flourish. 


Since the country has re-opened, I’ve been fortunate to reconnect with small business owners around the nation and hear their journeys. For many, leveraging technology has been a common response to “what’s different” about your company now. Small businesses are increasingly embracing the role of e-commerce, which is contributing to strong economic growth in this sector during the first years of the Biden Administration. In fact, the Biden Administration just recently announced more than 10 million new business starts – many of which rely on e-commerce to gain customers or digital tools to run their business. The breaking of the digital divide is finally paying the entrepreneurship dividends many of us hoped for.

Leaders from Small Business Roundtable (SBR) attended this year’s Amazon Accelerate conference where entrepreneurship advocates engaged the company on a wide array of issues.  The conference explored how technology is being leveraged to support sellers and SBR experienced a behind-the-scenes look at an Amazon fulfillment center. 


Amazon Accelerate is Amazon's annual seller conference featuring Amazon leaders, experts, and small business owners and serves as a platform for small business owners to connect, learn, and grow. SBR participated in the conference to understand the seller’s reality and how advocacy can support these small business owners.

Largest U.S. Coalition of National Small Business Organizations, Small Business Roundtable, Hosts International Entrepreneurship Exchange 2023 in London

Implications for the 118th Congress and How Small Business Owners Can Make Their Voices Heard

Now that the midterm elections are over and the 118th Congress is set to begin, it is worth considering the implications for small business and how entrepreneurs can engage.


Democrats achieved a true Senate majority with key victories in the Georgia Senate runoff for incumbent Raphael Warnock. Meanwhile, Republicans took the majority by a razor thin four seats in the House.


With a split Congress, partisan legislation will face challenges in the months ahead. House Republicans have already signaled an increase in Congressional oversight and investigations. While Senate Democrats will continue to work on passing legislation like they did in the 117th Congress, they will face challenges in passing legislation through a Republican-controlled House. Senate Democrats will also prioritize confirming Administration and judicial nominees with a 51-seat majority now.

America’s Largest Coalition of National Small Business Organizations, Small Business Roundtable, Releases Statement in Response to Senate Passage of SBIR/STTR Reauthorization

Washington, D.C. - The SBIR & STTR Reauthorization Act of 2022, which reauthorizes the federal Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, unanimously passed the U.S. Senate by unanimous vote on September 21, 2022. If passed in the House of Representatives, who is expected to take up the Senate’s bill on September 28, 2022, the legislation will fund these programs for an additional three years. SBR Members Highlight the Importance of Financial Education for Women on FICO Panel at NAWBO’s 2022 Advocacy Days

Access to capital is essential for women entrepreneurs when starting or growing a business. But finances and credit scores can be intimidating and are often not well understood. Indeed, in a recent survey the National Association of Women Business Owners (NAWBO) did with payroll platform Gusto, more than two-thirds of women business owners had utilized personal savings to fund their business, while much fewer had acquired a private business loan (23%) or a SBA-backed loan (15%) that would require the use of a credit score.


Earlier this month at NAWBO’s 2022 Advocacy Days in Washington, D.C., FICO joined SBR members NAWBO and NASE in a panel discussion to stress the importance of access to capital to women entrepreneurs, educate women business owners on how credit scores work, and provide them with the financial tools and resources they need to thrive.

Small Business Leaders Urge Quick Confirmation of Fed Nominees Lisa Cook and Phillip Jefferson

Dear Chairman Brown and Ranking Member Toomey,


On behalf of the Small Business Roundtable (SBR), we write to urge an expeditious confirmation of nominees Lisa Cook and Phillip Jefferson to the Federal Reserve. The Small Business Roundtable is a coalition of leading small business and entrepreneurship organizations, dedicated to advancing policy, securing access, and promoting inclusion to benefit the businesses at the heart of the American economy. 


As you know, America’s 32.5 million small businesses are the backbone of our economy, comprising 99.9 percent of all firms and employing 61.2 million workers. The U.S. economy continues to recover from Covid-19, growing at a rate of 5.7 percent last year in 2021, the highest annual rate in over three decades. Small businesses played a critical role in this historic growth, with more than 9.8 million new business applications filed in the last two years.


Through the Federal Reserve’s mandate to maximize employment, stabilize prices, and maintain interest rates, it will play an important part in determining small businesses’ access to capital and overall growth in the years to come. We urge the Senate to hastily confirm nominees Lisa Cook and Phillip Jefferson to the Federal Reserve.

Small Business Roundtable Cohosts Inaugural Entrepreneurship Exchange 2021 (EX21)

Washington, D.C. - Following the inaugural Entrepreneurship Exchange 2021 (EX21) on October 13, 2021, the Small Business Roundtable (SBR), a coalition of leading small business and entrepreneurship organizations, and Intuit QuickBooks hosted and facilitated conversation among international small business leaders that centered around digitization and trendsetting in entrepreneurship.

SBR Hosted a Roundtable Focused on Enhancing Access to Capital Featuring Members of Congress, National ACE, USHCC, and AEO

Capital drives entrepreneurial success, and, unfortunately, the Coronavirus pandemic caused this past year to be more difficult than most for small businesses across the nation. The small business community applauds the confirmation of Isabella Guzman as the new Administrator of the Small Business Administration (SBA). As America’s largest small business coalition, Small Business Roundtable (SBR) and its members are enthusiastic to work with Administrator Guzman and the SBA in implementing the American Rescue Plan Act (ARPA) and prioritizing the small business community during this difficult time.


Administrator Guzman brings vast knowledge from her time as the director of California’s Office of the Small Business Advocate and deputy chief of staff at the SBA during the Obama Administration. Her extensive experience on topics such as access to capital and federal contracting will be crucial as the nation works towards small business recovery from both the COVID-19 pandemic and subsequent economic recession. Additionally, she has the qualifications to suitably handle the implementation and execution of additional COVID-relief enacted by Congress.

The undersigned organizations are writing on behalf of the 30 million small businesses, collectively represented by our organizations, to ask for swift action to support America’s small businesses that are desperately struggling to survive the COVID-19 health pandemic and the subsequent economic fall out. While we acknowledge the unprecedented support and resources that were directed to small businesses earlier this spring, more must be done and we write today to urge that same swift, bipartisan leadership on a standalone small business relief package that will assist the most fragile small businesses and their employees.

Sixth months into the COVID-19 pandemic, our members’ businesses are on the brink of recovery and continuing to struggle to survive. Because the small business sector is the backbone of the economy, these continued liquidity challenges are acute, especially for those businesses which have yet to reopen, as well as those limited by capacity restrictions and other critical health and safety protocols in place to protect the public, consumers and workers from COVID-19.

Washington, D.C - The Small Business Roundtable (SBR), a coalition of leading small business and entrepreneurship organizations, is pleased to welcome the International Franchise Association (IFA) as a new affiliate partner. 

The inclusion of IFA reflects the critical role small business owners play in the $787 billion franchise economy and the positive impact of business ownership in underserved communities. According to FRAN data, 75% of all franchise businesses have fewer than 20 employees and the U.S. Census data shows nearly 30% of franchises are minority-owned, compared to 18% of non-franchised businesses.

Small Business Roundtable and other Small Business Organizations Urge Congressional Leaders to Enact New Phase of Economic Relief Measures

Dear Speaker Pelosi and Leaders McConnell, Schumer, and McCarthy:

We write to urge Congress to quickly enact a new phase of federal relief to counter the ongoing threat of widespread small business failures as the economy continues to grapple with the effects of a major public health crisis and the challenges of a slow and uncertain return to normal in the months ahead.

We applaud the bipartisan effort to establish the Paycheck Protection Program (PPP) in the Coronavirus Aid, Relief, and Economic Security (CARES) Act, as well as the passage of the PPP Flexibility Act that provided much-needed changes to ensure the program works better for businesses harmed by the economic crisis. While PPP provided critical stopgap relief, America’s small businesses face a continued threat from low consumer demand and ongoing operational disruption due to COVID-19. According to the Census Bureau, large shares of small businesses believe it will be at least six months before their businesses return to normal levels of operation in deeply affected industries, that number rises to over 70 percent. One in 10 small businesses believe they will never fully recover.

Small Business Roundtable and National Small Business Association Declare their Support of Employee Retention Tax Credit Expansion

“America’s small businesses are still struggling, and while many have taken advantage of COVID-related lending programs, not enough have been able to utilize other relief provisions included in the CARES Act, namely the employee retention tax credit. I applaud the bipartisan efforts taking place to expand, update and improve this important tax credit to assist a much greater number of small businesses,” said Todd McCracken, CEO and President of the National Small Business Association.

“The initial ERTC was applauded by the small business community, but its restrictions on eligibility limited its impact. By expanding the availability of the credit, thousands more small businesses will have the needed capital to sustain and recover. We heartily endorse this legislation and hope to see its inclusion in future COVID response packages,” said John Stanford and Rhett Buttle, Executive Directors of the Small Business Roundtable.

Request for Meeting with Small Business Roundtable CEOs
The Small Business Roundtable (SBR) is a coalition of leading small business and entrepreneurship organizations dedicated to advancing policy, securing access, and promoting inclusion to benefit America’s small business owners. We are writing to request a meeting with you to discuss ways we can work together to achieve our shared goal of providing necessary support to U.S. small businesses as they cope with the COVID-19 crisis.

Strategic Use of New Funds
Given the interest in providing additional funds for the Paycheck Protection Program, we believe it concurrently prudent for Congress to provide additional guidance and direction as to how those funds will be used and further ensure that those small businesses who are most vulnerable (business owners of color, women business owners, small employers (50 or less), and self-employed) are provided more protections and pathways to access the program. We are disappointed to hear from many of our members that they have been essentially shut out of the program due to various challenges both from the implementation and banking side.

by your guidance released yesterday. We ask for consideration or clarification of the following
points (listed in no particular order):

These Funds May Not Prove Enough
While the amount provided to the Small Business Administration is limited by statute, we are
immediately concerned that this may not be enough funding to support American small businesses
during this time. We have seen in some states an extension well into June of conditions that
effectively prevent business operation. In the guidance, the Department alludes to this challenge,
indeed, suggesting a new limitation on the program (more below).

NEW REPORT: Online Advertising Provides Big Savings and Drives Significant Revenue Growth for Small Businesses – $163 Billion Saved Annually and Reinvested in Growth Opportunities

Vienna, VA – In a new report released today by the Small Business & Entrepreneurship Council (SBE Council), and based on the findings of a mid-August 2019 TechnoMetrica survey of small businesses, the authors found that online advertising has become a critical tool for entrepreneurs and startups to grow and launch their businesses, and they are saving significant time and resources through their digital efforts. The new report, “The Digital Boost to Startups and Small Business: Online Advertising Delivers BIG Benefits,” found that entrepreneurs and small business owners are saving significant time and money by using online advertising (nearly $163 billion annually), which has created more efficiencies and effective uses for the limited capital they have on hand. Digital advertising is driving solid sales growth and expansion opportunities for these small businesses.

Legislators Must Consider Small Business When Drafting Privacy Regs

We live in an increasingly data-driven world. Collecting and analyzing data influences everything in our society, from the ads we see on TV to the products our favorite brands sell. However, despite data being at the core of the 21st century economy and the U.S. leading the world in technology and innovation, we lack a clear national regulatory framework for protecting data and consumer privacy.

Instead of a national privacy law, America has a confusing mix of state laws, half-baked legislative proposals that should terrify small businesses, and industry-specific policies that at best don't help consumers and at worst actually compound problems. California already passed privacy legislation that goes into effect in 2020, and 26 states are currently considering privacy legislation.

The Truth About How Small Businesses Create Jobs and Benefit the Economy

Here we go again. Every few years, some interests on the left or right become frustrated that most Americans care deeply about the small-business community--and that concern gets in the way of those interests' policy objectives. So they try to undercut the importance of our small-business economy.
